This is one of a pair of class W7 locomotives built by Peckett & Sons in 1951 for CWS Soap Works near Irlam. Both Works no 2130 and 2131 have been preserved. After the line at Irlam closed in 1966 2130 and 2131 were sold to work at Fort Dunlop in Birmingham where they became Dunlop No 6 and No 7. Both locomotives worked at Fort Dunlop maily acting as spare to the growing diesel fleet on site, both locos recived a full mechanical overhaul in 1968/9 but saw little use after return to Fort Dunlop until they were disposed of in 1971. They were bought by Mr A Hunt for preservation and moved to his mineral water factory at Hinckley for storage. In 1974 2131 was purchased and transferred to the Cambrian Railway Society, due to its good mechanical condition the locomotive was repaired, fitted with vacuum train brakes and approved for operation on British Railways in connection with operation between Oswestry and Gobowen planned for 1977. The plans fell thorugh and Oliver remained the back bone of Oswestry Steam fleet. In 1985 to 86 the loco received a boiler overhaul and returned to service on the CRS demonstration line. The loco remained in sevrice until 2001 before being withdrawn for its third boiler overhaul in preservation.

The locomotive was given the name Oliver Veltom in honour of the British Railways Oswestry Area Manager, who was instrumental in ensuring the survival of a number of artefacts.
